Public Comment-
There were several letters to be read in public comment. One was concerning the sage Grouse issue and urging the city to join in the effort to join other entities in fighting this.
Brenda Alexander sent a letter encouraging encouraging the city to take the money from PETA or use money in the city to have the Animal control officer certified in euthanasia. Then I would like to see the city burn the Box. ( I would agree with this, having the Animal control officer trained and able to euthanize will save the city money. Certification will cost $200)
Amantha Stroud sent letter stating she was opposed to the City of Ely raising the water rates. The City of Ely is not handling their funds correctly and this should not mean an increase in fees.
( on this agenda I did received several phone calls before the meeting and even more after the meeting . I feel everyone who is affected by any increase, or the treatment of animals, or any concern about what the City or County is voting on, should take the time to write a letter, send an email or attend a meeting to give your opinion on what affects your life.)

Monthly report – November Waste Water Plant and Lab – Bruce Ashby
During the month of November, we greased all the blowers, changed the oil in the waste tank blower and change the air filter. Bypassed the plant for 2 hours to inspect screw pump and change oil in pump drive and adjust drive belts. Centrifuge ran a total of 9 days with some problems with mixing chamber plugging up. The lab ran 31 water sample and ERA P.T. tests were done on coliform and CL2 residuals. Tuesday, the 28th, the plant was put on bypass and the State was notified, started draining the aeration basin and clarifier. Removal all old blowers from basin. For scheduled upgrade of aeration basin, we are continuously working on the basin wash down and using Sanitary Septic vacuum truck to extract sludge from the basin.
Landfill Department – Tom Lawrence
During the month of November we did daily operations as usual. Class I year-to-date total times 6, 839. 78. Year-to-date daily average 20.42 tons. Class III year-to-date total tons 6,332.36. Year-to-date average 18.90 tons. Landfill crew is still hauling dirt daily from Class III expansion area and hauling to the top of Class I for daily cover. 938H loader service was completed and oil samples were taken. Dozer was a down for about 10 days with a broken equalizer bar. Wheeler Machinery made necessary repairs after parts were located. Water supply for #2 well and Artesian well will be taken during the month of December. Routine maintenance and service was completed on equipment and vehicles. All equipment is greased as needed.

Discussion / for possible action approval of resolution 2017-11 approving me a term obligation in the amount of $319,800 from the Landfill to the following funds General Fund $118,500., Road Fund $46,000, Beautification Fund $50,000, Flag Fund $1,250 and the Railroad Fund $154,000.
City Treasurer Track “I don’t believe that this is ever happened before in the City. You always had 2 months in the Funds.”
This is found to be necessary because the City is spending money before the money comes in and these funds find themselves in a negative position. They do know that the money will be coming in from several areas, but the bills have to be paid so they need to borrow the money. The General fund should be growing, so these loans should not be necessary.

Discussion Only consideration of a petition for Vacation or Abandonment of Road or Easement. The desire is to have the street and/are easement on Avenue D between Highway 93 and the Eastside of 16th Street abandoned. The proposed abandonment is located primarily between APN 00226 1-0 5 and APN 0-0 2-0 for 2-0 one in Ely, Nevada. The applicant is Bert Woywood, Principal, Prospector Hotel and Casino.
There were three letters against this easement and there was one letter and four public comments Pro this project. One comment I received was the city should consider it’s 4000 + citizens in comparison to three businesses. The businesses will not be hurt as much by losing 40 feet of a roadway, as the citizens would be hurt by not having the new hotel.

The Prospector Hotel is asking for 40 feet into the street. The street is 100 feet across and this would leave 60 feet for access to the businesses behind the hotel. Comments were made that the hotel would improve the appearance of the City much more than a junkyard. Other comments made word we have to consider the existing businesses in the area and I feel we should give no more easement than 30 feet. That way the street could remain a two-way street.
( I feel the Improvement to Ely with this project would be great. For future events we have coming to Ely, these hotel rooms are needed. And while I do not feel VanCamps a junkyard, it is not as attractive as a hotel would be. And Van Camp’s would have access to their property.)

Discussion / for Possible Action – presentation and possible acceptance of the year in June 30th, 2017 Fiscal Audit of the City of Ely presented by Keddington & Christensen, CPAs.
Although there were no mistakes found in the audit and the City of Ely is in good Financial shape, the Fund for the Landfill Extension is short. The Fund Balance has been going down over the last 2 years and it needs to reverse and start going up. It is important that funds increase every year to cover any eventual problems. It is recommended that the City tighten it’s built and stop spending as much money.

There are many ways to get your voice heard. You can write a letter to the city council, you can send them an email or you can come to a meeting and voice your opinion. It is always good to talk to a council member, but if you want people to know how you feel you must do one of the three above. I do hope to hear more letters and public comments at the meetings.

Update on air show to be held on June 16th, 2018 Community Committee progress for the event. – Lance Gale
The Committees are working hard on providing events. All the events in the morning will be held here at the airport. One problem that we are going to have is food. If we get the number of people that we are planning on, there is not enough places to eat in Ely. We are stressing special events with food and that the grocery stores and restaurants plan ahead to have enough available food.
After 3 we are going to try to encourage people to come into town and attend different events are planned around the area.
The gate fees we will be charging are roughly 50% of what is charged in Reno for the Reno Air Races.
One thing we are planning on doing is everyday recognizing a different branch of the military.
Community committees are working very hard and coming up with great ideas and plans for the air races.
Update on Pilot Class with Southern Utah University
The turnout for the class was very impressive and there were four people who have signed up for the class. Pilots are very needed, all commercial Pilots are required to retire at the age of 65.
Discussion on Recognition of Yelland Family for 100th Anniversary of Ely Airport/Yelland Field on Thursday, January 25, 2018.
This celebration will take place at 1:00 on January 25th 2018. James Henry Yelland was the first soldier from Ely, White Pine, Nevada who died in World War II. James Yelland was born in Spring Valley Nevada and died at 24 years old. Some family members plan on being here to celebrate and they will be presented with a plaque in his memory. This ceremony will be held in the terminal building at Yelland Field.
Discussion concerning the South Hanger Lease to be Advertised
This lease will include the new airport policy rules and will be going out for bid. We are working on an advertisement to go in the newspaper to place a bid to rent building 2 on a monthly basis. The bidding will have to go before the commissioners. If anyone is interested, watch the newspaper for further details

One way to support the airport is to register your vehicle with an aviation license plate. The plates will cost an initial $61 and $30 for renewal. The FAA will receive $25 from the initial issuance and $20 from renewals. The FAA uses this money to maintain airports.
The next Airport Advisory Board meeting will be on January 9th 2018.

Description / Action / Possible approval for White Pine County Fire Protection District volunteered paid position for backfill at Station 1
A need has come to pay volunteer for 24-Hour shifts to fill in for paid staff that will be on vacation or on sick leave. It is proposed that this volunteer be paid $150 for a 24 hour shift. This is being proposed to save the county the overtime pay for a hired Personnel to work. With the new policy of use it or lose it, the department has come up against everyone’s vacation time being due. All classes to make a volunteer qualified to do a 24-hour shift would be free of charge to that volunteer.
Howe “ I thought we had discussed paying $100 for this volunteer shift. The overtime we are paying at the moment is about $280.”
Perea “ This would be under payroll, so taxes would be taken out of whatever the volunteer is paid. This is why the $150 is proposed.”
Stork “ By my calculations at $150 for 24 hours would be approximately $6.25 an hour.”
Perea “If this pay is a stipend instead of being on the payroll, we would be saving quite a bit on our payroll expenses. This would also make the volunteer responsible for their own taxes on this money”
Woolever “Our problem arose this year because we had two employees out for medical reasons for over a month, we had one out for a death in the family. The other staff had to work overtime to compensate this loss. Using qualified volunteers to fill in these hours can save the County Fire Department a lot of overtime money. Comp time also has provide us with a problem. I feel we need to eliminate most of the comp time, because we are not like a regular office where somebody can take off for 5 or 6 hours and return to work. We need to figure out how we can use our volunteers do provide the hours needed at the station. We would like to do this on a six-month schedule so our volunteers can figure out in advance as to what days they can man the station”
Woolever “ One other thing we are doing, is to start a Junior Firefighters program. This will not only help the youth of the area, but provide future volunteers and firefighters for our community.”
Stork “Their only volunteers, will they have the training to do basic CPR, Etc?”
Woolever “Yes, all of our drivers will have basic EMT classes and will be able to assist the EMT.”
Another proposal is to pay $10 an hour for volunteer drivers of the ambulance. This would be on an as-needed base.

Discussion/Action/Possible Approval do update and / or change ordinance for 23, chapter 2.54.060 regarding ambulance operations at Ely State Prison.
This is regarding MCI – mass casualty incident at the prison. As it is now everything goes through the guard shack, because that one time they used to have security issues at the prison. With the new Warden and assistant Warden we now have a secure area where we can go on the prison grounds.
“2.54.060 Ambulance
Ambulance runs to the prison shall be scheduled on a monthly basis rotating between Ely, Ruth, and McGill. The patient’s of Ely State Prison will be brought to the guard shack to be placed in the ambulance.
No EMT will be expected or required to enter the prison facility in the event that the patient is a prisoner. At least one guard will be on the ambulance with said prisoner and there should be a Chase car to follow the ambulance. No guard will be required if the patient is a prison employee in the event of a multiple patients at the prison, there shall be one ambulance for each patient.”
We want the ordinance changed to say that we go into an identified safe area. We have chosen the loading dock which is right next door to the Infirmary and would be safer for all involved. The rotation of Ely, Ruth, and McGill will also be eliminated

Public hearing – Building Department
The White Pine County Board of Commissioners will take public comment on the application for variance and for a conditional special-use permit. The applicant, Commet of Nevada, LLC is proposing to install a new wireless communication facility, to include a 40 foot wood monopole Tower. The variance application is due to the height of the tower. The property address and / or general location is 2156 North 21st West Street, Cross Timbers.
There was no comment and the Commissioners approved this 4/0.

Building and Residential Codes –
Both the county and the City use the International Residential Code – 2012 (IRC) and International Building Code – 2012 (IBC). These books are approximately 2 and ½ inches thick each. You can look at these books at the library or at the building inspectors office. The cost to purchase just one of these books is approximately $137. Because of the mass amount of codes it is easier to tell you what you can do without a permit and a fee.

Permits shall not be required for the following:
Building:
1. One story detached accessory structures used as tool and storage sheds, playhouses and similar uses, provided the floor area is not greater than 120 square feet.
2. Fences not over 7 feet high.
3. Oil Derricks.
4. Retaining walls that are not over 4 feet in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding class I, II or IIIA liquids.
5. Water tanks supported directly on grade if the capacity is not greater than 5,000 gallons and the ratio of height to diameter or width is no greater than 2:1.
6. Sidewalks and driveways not more than 30 inches above adjacent grade, and not over any basement or story below and are not part of an accessible route.
7. Painting, papering, tiling, carpeting, cabinets, countertops and similar finish work.
8. Temporary Motion Picture, television and theater stage sets and scenery.
9. Prefabricated swimming pools accessory to a group R – 3 capacity that are less than 24 inches deep, are not greater than 5,000 gallons and are installed in entirely above ground.
10. Shade cloth structures constructed for nursery or agricultural purposes, not including service systems.
11. Swings and other playground equipment accessory to attach 1 – and 2 – family dwellings.
12. Window awnings in group R – 3 and U occupancies supported by an exterior wall that do not projected more than 54 in from the exterior wall and do not require additional supports.
13. Non fixed and movable fixtures, cases, racks, counters and partitions not over 5 feet 9 inches in height.
Electrical:
Repairs and maintenance: minor repair work, including the replacement of lamps or the connection of approved portable electrical equipment to provide permanently installed receptacles.
Radio and television transmitting station: the provision of this code should not apply to electrical equipment used for radio and television transmission, but do apply to equipment and wiring for the power supply and installation of towers and antennas.
Temporary testing stations: A permit shall not be required for the installation of any temporary system required for the testing or servicing of electrical equipment or apparatus.
Gas:
1. Portable heating Appliance.
2. Requirement of any minor part that does not alter approval of equipment or make such equipment unsafe.
Mechanical:
1. Portable heating Appliance.
2. Portable ventilation equipment.
3. Portable cooking unit.
4. Steam, hot or chilled water piping within any heating or cooling equipment regulated by this code.
5. Replacement of any part that does not alter its approval or make it unsafe.
6. Portable evaporative cooler.
7. Self-contained refrigeration system containing 10 lb or less of refrigerant and actuated buy Motors of 1 horsepower or less.
Plumbing:
1. The stopping of a leak in drains, water, soil, waste or vent pipe, provided, however that if any concealed trap, drain pipe, water, soil, waste or vent pipe becomes defective and it becomes necessary to remove and replace the same with new materials, such work shall be considered as new work and a permit shall be obtained and inspection made as provided in this code.
2. The clearing of stoppage or repairing of leak in pipe, event or fixtures and the removal of reinstallation of water closets, provide such repairs do not involve are require the replacement or rearrangements of valves pipes are fixtures.

Permits shall not be required for the following.

8. Portable – fuel – sell appliances that are not connected to a fixed plumbing system and are not interconnected to the power grid.
I do find that IRC and IBC are not in full agreement. This will give you a fairly good idea what you can do without getting a permit. It does not tell you what you can’t do, so if you’re planning to do anything like putting in a new water heater, you need to contact the building inspector for a permit. Depending on what you wish to do the 4permit will cost differently. To put a new water heater in the permit is $35.60.
